Have you ever used a coupon at Target, and the full value of your coupon doesn't come off, ever though it should (ie, your coupon is for less than what the cost of the product is)? I believe it mainly happens when the coupon is for a certain amount off of multiple products. The registers are only taking part of the value off. This has happened to me a few times, and when it has happened, I've had them void the item off my sale, since they refused to adjust the coupon up.
